Our institution went "smoke free" on October 15 and our security have been participating in the education and awareness phase of the implementation to date (Phase I). Looking at moving onto Phase II - a more "enforcement" based approach where we will be taking names and cautioning etc. Is there anybody else out there in a similar situation and can advise what philosophy or tactics you are engaging in regards to smoke-free policies?

Following this.
We are going Smoke Free on January 1st. and will also be taking a similar approach, although we are completely prepared to forward names of individuals to our Student Conduct Office/Human Resources Office of any student/employee that chooses to be "difficult" about complying with the new rule. I did run the idea of creating an "administrative ticket" that would involve a monetary fine connected to student account for non-compliance, but it was quickly rejected by our consultation group. I guess time will tell if something like that will be needed. I too am curious to see how others handle things.
