Position Summary:
Centennial College’s Life Safety and Security team is immediately looking for an experienced Investigations Consultant with a strong understanding of the investigative processes within a diverse, student centred working and learning environment. Reporting to the Manager, Life Safety & Security, the Consultant will be accountable for the overall management and guidance of sensitive or specialized security investigations involving employees and students within a dedicated campus portfolio on a 24-hour basis. The incumbent will coordinate and liaise with key individuals including staff, witnesses, external agencies and law enforcement when necessary. The Consultant will review incident reports and assign for further follow up as required. The incumbent will also prepare investigative reports and present recommendations in support of the college’s labour relations or student conduct policies as well as provincial court proceedings. In addition, the Consultant may be involved in conducting various educational workshops and training around security service policies including: Rape Aggression Defence (RAD) training, orientation, sexual violence etc.
Responsibilities:
Responsible for overall management, oversight and conducting of harassment and discrimination, violence and security related investigations involving employees and students
Conduct complex criminal and non-criminal investigations, sensitive investigations (i.e. surveillance, collection of information, victim assistance, securing of evidence, liaison with investigative bodies, suspect and witness interviews etc.) and provides comprehensive reports, recommendations and cases including preparation and appearances to support student conduct, internal hearings, provincial courts, labour hearings, arbitrations, etc.
Supervise, check and assign work for further follow up on investigations/incidents
Coordinate and maintain the Harassment, Discrimination and Violence Prevention Policy and Procedures; researching current trends and best practices as well as developing additional tools, supports and initiatives aimed at building organizational capacity to address and respond effectively to violence and harassment
Lead the annual Campus Risk Assessment process including implementation of risk mitigation and reduction strategies that arise from the assessment
Provide advice and guidance to Security Services and other college departments regarding security related policy and procedure adherence
Participate in the development and delivery of training programs to implement the life safety and security policies and standard operating procedures
Prepare reports, statements and legal documentation as required
Maintain personnel training records as required
Qualifications/Experience
Two (2) year diploma in Law and Security Administration, Security Management or the equivalent combination of relevant education and practical experience, with a focus on investigations
Thorough knowledge of investigative techniques, including threat assessment, workplace violence, mediation, and alternate dispute resolution methods
Minimum seven (7) years of related progressive experience conducting complex investigations related to harassment, discrimination, violence, sexual violence and criminal code violations
Violence Threat Risk Assessment training and/or accreditation required (training can be provided on-the-job if necessary)
Experience analyzing and documenting (i.e. report writing) conclusions based on a balance of probabilities
Knowledge and basic understanding of Dispute Resolution and Crisis Intervention techniques
Advanced investigation training from an accredited post-secondary or corporate security training program
Experience developing and delivering interactive security and crime prevention related training to individuals and groups
Knowledge and application of the Ontario Human Rights Code
Competency in Microsoft Office Suite (Word, Excel, PowerPoint)
Familiar with electronic security applications such as CCTV, Access Control, Intrusion Detection, etc. preferred
Ability to maintain confidentiality of sensitive information
